Skills are divided into four categories in Starfield. Physical, Social, Combat, Science, and Tech. Every category has a 4-Tier Skill system, that starts from the least expensive to the most expensive ones. For example, in the first tier, you can unlock any skill with a single Skil point. For second tier requires 4 Skill Points, the third tier costs 8 Skill Ponts and the final fourth tier costs 12 Skill Points. With every tier upgrade Skills gets expensive and Skill Points comes in slowly in Starfield.
