However, to do so you will need to craft the Rushoar Saddle in the game. You will come across the recipe for it by leveling up to level 6. To unlock it, you will need an additional Technology Point. - x5 Paldium Fragment
With the resources at your disposal, you can craft it using the Pal Gear Workbench in Palworld. Once done, equip the saddle and you will be able to explore around with Rushoar in the game.
