The only option for you would be to buy the flour from General Store run by Zeki in Kilima Village. You can locate the store on the north side with a giant windmill at the top. Players can buy the Flour for around 10 Gold and use it accordingly in the game.

Although the game lacks certain features for now, players should keep in mind that it’s still in the open beta phase. Players can expect a windmill update soon in the game as teased by the developers. For those who are unaware, in life simulator games like this, windmills are your source where you can grind your crops to make flour. And it seems the windmills are surely going to be multipurpose according to this tweet by the official Palia account two years back. For now, players will have to make do with purchasing flour from Zeki in Palia. And it only cost around 10 Gold to do so in the game.
