You can fill your watering can in Palia by pressing the right mouse button. However, make sure that you are standing next to a water body. You will be able to fill your watering can by just standing in the shallow waters. When the water meter is completely blue that means that the Watering Can is full. Once done, you can walk towards your crops with the Watering Can equipped. Then, press the left mouse button to water your plants and get the harvest in return.
