When you reach a fast travel location which will be shown by a white symbol (Underground icon), you can move to a different borough. So, to unlock all 8 of them, all you have to do is follow the story and complete the main missions. Once you have unlocked them one by one, you can open the menu and head over to the MAP tab. This is where you will be able to use any fast travel point by pressing Square (PS4) or X (Xbox One) to visit the location quickly.

Apart from Tube Stations, you can also use the main DedSec safe house to fast travel elsewhere.
