To have a better chance of obtaining these particular scraps, focus on looting large POIs in Red Sands like large supermarkets, houses, towns, the Blackfell Fallen Zone etc. Once you’ve obtained them, head back to your base’s Diassembly Bench and collect the Special Plastics.
