You will be able to get the Wyland Armor set from the trader Vagn. Vagn is a trader in the River Raids expansion pack. So, all the River Raid special items are available in his shop.
You will have to complete all River Raid challenges to obtain this new armor set. This will in turn give you foreign supplies. Once you have enough foreign supplies you can trade them in for a new armor suit at Vagn’s.
