Civilians will be everywhere during the heist, they are kind of low-level enemies. They can spoil your heist by raising an alert in Payday 3. Civilians can be regular office workers, executives, bank customers, etc. It is important to suppress them to avoid any type of alert. Because that can bring in guards and police and if the alert raises to max level then you have to face a lot of firepower.
How To Shout(Yell) at Civiliains in Payday 3?
Press the middle mouse click while you are near civilians and on the controller press D-Pad up to shout. By shouting civilians will lie down raising their hands up. It is like they surrender and will not do anything. They will quietly lie down on the floor, just walk near them, and press F from the keyboard to tie. One of the benefits of tying civilians is that the police will try to free them. So if you have a lot of civilians in your place you can slow down the chase. To tie you will need one cable tie in your inventory.
Here is a list of some important skills that you must unlock to improve your control over civilians. The set of skills that improves your hostage capabilities falls under the Manipulator category.
- Manipulator Basic: 50% speed to tie up and trade hostages.
- Manipulator Aced: +1 for every hostage trade.
- Overbearing: 20% shout range and civilians 50% longer.
- Silver Tounge: Add Guards or Law Enforcement to the hostages list.
- Menacing: Force Swat, Guard to surrender within 5 meters of range while aiming at them.
- Stockholm Syndrome: Shout at a nearby hostage to revive you.
You can also take them as Human-shield in case you are surrounded for some reason. It is best to shout at civilians to avoid any time of casualty. Guards will open fire at you if they find you with a gun. The best is to walk behind them and quietly tie them down. If by chance to kill anyone do not forget to hide their body. Or else it will alert other guards in the area.
Guards’ behavior changes depending on the type of place they are in. For example, on a VIP spot, they will be a bit more aggressive and alert compared to a guard in a bank office.
When you have a hostage with you attacks from the law enforcement side will be slow. They will at all possible cause will avoid to kill a hostage. Their focus will be your head and in this situation, you can leave the hostages in the firing zone. So that you can cover yourself and run away.
Rightnow Payday 3 does not impose any kind of heavy penalties for killing civilians. Some gamers have taken out civilians in huge numbers during their heist. This makes law enforcement furious, but it does not really impact your progression.
