The Arctic Rod can be easily obtained from a Merchant in Northern Summit, a location in Northern Expedition. If you haven’t been there yet, hop onto a boat and turn in the direction of the Northern Expedition marker. Go through the portal, then find your way ahead to the island.
Once you’re there, go to the first camp you see at sea level with two yellow tents, and the Arctic rod is kept right next to the Merchant on a wooden crate. Interact with it to purchase it and you’re done! Here are the GPS coordinates: 19572.9, 134.3, 5304.2.

Best Enchantments for the Arctic Rod
There are a bunch of enchantments that work well with the Arctic Rod, and depending on your requirements, you can choose between Quality (+15% Lure Speed, +15% Luck, +5% Resilience) or Divine (+45% Luck), and since its max kg stat is great, you can also use Sea King (that makes fish 10% bigger), Unbreakable (+10,000 Max kg) or Abyssal which is the best enchantment to farm money fast. Lastly, Resilient, Swift, and Hasty are some good options as well.
