The locations that allow you to fast travel in Baldur’s Gate 3 are waypoints. However, these waypoints are not by default available for fast travel. You need to activate them.
Waypoints look like glowing “Ancient Rune Circles,” inscribed on rocks and walls. As soon as you see any waypoint, all you need to do is go and interact with it. This will unlock the waypoint and the general area beneath.
