You can get the Aspect of Explosive Mist in Diablo 4 by extracting the Legendary Aspect from your Legendary item. For that, you need to loot a Legendary item with this aspect. You can find the Legendaries as a drop for beating bosses and enemies. Once you have obtained an item with this Legendary aspect, head to an Occultist.
Over there, you can extract this aspect at the cost of destroying the acquired Legendary item. Along with that, you must also pay the required gold to extract the Aspect of Explosive of Mist.
