Just after entering the Mining Caves on Great Sky Island, you will be introduced to the Mining Carts. They can be used to travel across the wooden rail by attaching a Zonai Fan behind it. However, once you have reunited the first Korok between the 2nd and 3rd Shrine, you will encounter an overhead broken rail. Even with hooks and fans, using the broken rail to get to the other side seems difficult. How to Use the Broken Rail in Zelda: Tears of the Kingdom (Great Sky Island)
To cross the broken rail, you need to attach a hook at the center of the Mine Cart. You can do this by selecting the Ultrahand from the ability wheel/list. Once the hook is attached to the Mine Cart, hang it on the left side of the broken rail. Further, head to the inventory and take out a Fan if you have it. If not, then you need to acquire it from the Device Dispenser. So, take out the Fan and attach it to the back of the Cart.
Once done, simply hit the fan to activate it to smoothly cross the broken rail in Tears of the Kingdom. It is the best way to use the broken rail because you will only be using the left part. On the other hand, the broken side will not even be disturbed in the process.
