More specifically, a Respiration Enchantment on your helmet will help underwater breathing for 15 seconds per level of Respiration. For instance, if your helmet has level III Respiration, you will have a 45-second safety net over the base time of 15 seconds.
Additionally, when you use the Respiration Enchantment with a Turtle Shell, you get a bonus 10-second safety net. The maximum level that you can reach for this enchantment is Level 3. So basically you get 60 seconds underwater with this helmet enchantment.
