The answer to this question is simple – keep using the tools while farming. Utilizing them often will give you experience that will level them up step by step.
When your tools increase in level, you will be shown a message which says that you can upgrade it at the Forge. But before heading into the Forge, you have to visit the Spring Mine or Lake Mine in order to get some ores. Using a Hammer, you must break the stones in the Mine and collect ores. After doing that, enter the Forge which is right here:
In the Forge, you can talk to Saibara and then select the option to Upgrade Tools. Note that you must have enough gold to upgrade tools and if some tool upgrades are out of your affordability range at that time, they will be shown in red.
Pick the tool you want to upgrade and if you have the ore it needs for an upgrade, go ahead and do it. Hand over the gold, ore and the tool to Saibara. Remember that you won’t get the upgraded tool immediately because he needs some time to work on it. The time required will be mentioned during this upgrading process.
After that specified period has passed, go back to the Forge and talk to Saibara. He will give you the upgraded tool. That’s pretty much the entire process. Here are the upgrades that your tool can have:
