You can go there by completing the Mystery in the Depths optional quest. That unlocks once you complete Camera Work in the Depths quest and one of the Regional Phenomena tasks. However, there’s also one simpler method where you just have to directly head to Great Abandoned Central Mine. And then acquire the ability you are looking for.
