The first is to find an item that will let you swim and the second is the exact swimming controls.

To swim in Skyward Sword obtain Dragon’s Scale first. Complete Silent Realm Trial in the Faron Woods to get Dragon Scale that unlocks the swimming ability. To unlock the event you will have to progress to the story until you unlock the Lake Floria Area. This requires you to collect 15 Tears of Farore. This is a long quest and will require a lot of effort.

To dive press down D-pad to go underwater. If you have not acquired Dragon’s Scale then this control is not going to work. So getting the item is highly important which will be available after grabbing all those Tears of Farore.
