To unlock and find the Blue Pikmin, you need to simply progress in the game, until your second visit to the Garden of Hope. You will land on the Garden of Hope initially in the game, but half of the section will be locked. When Louie will crash on the region, the other half of the area will be unlocked along with the blue Pikmin.
Once the other area is unlocked, you will find blue Pikmin onion in the water. The problem, however, is that no other Pikmin except the blue ones can swim in the water. Hence, you will require a pink Pikmin for this task. Pink Pimins can fly and pluck the onion in water for you to get blue Pikmin in Pikmin 3 Deluxe.
These blue Pikmin are only essential for water-related tasks. There is not much use of them on the land as their stats are lower than other Pikmin.
