To level up your Data Bank level, you need to gain Data Bank Exp by collecting different Echoes in WuWa. The Echoes are mostly found when you defeat an enemy from the overworld. It should be noted that each Echo has 4 different rarities – green (lowest rarity), blue, purple, and gold (highest rarity). If you already have an Echo of Blue rarity, you’ll still gain Data Bank Exp by finding the same Echo of another rarity.
Also, keep in mind that if you directly find an Echo of the highest rarity, you will gain Exp for its lowest version too. Unfortunately, in the early and mid-game phases, it is quite difficult to find rare Echoes. However, each week you will get an elevated chance of obtaining Echoes from the world and weekly bosses. Plus, you can also find white and shiny enemies as they drop Echoes guaranteed.
Lastly, one thing that you should know is exploring the surface is important. Only then will you be able to find and collect Echoes and gain Data Bank Exp.
