Players can get the Purah Pad as quickly as Great Sky Island in Zelda Tears of the Kingdom. All you have to do is complete the intro and then head off to the Great Sky Island.
Once you reach there, you will notice the Steward Construct after going down the stairs. There will be an enemy awaiting you so make sure you beat them and then press A once you are close to the Steward Construct. The structure will reward you with Purah Pad and then reveal that this item was kept here by Princess Zelda.

If you want to use the Purah Pad in Zelda Tears of the Kingdom, you can simply pull it out by pressing the D-Pad and selecting it from the menu. Now that you know how to use the Pad, you should get to unlocking features like Camera, Sensor, Travel Medallion, and more.
