He will spawn in this location every 15 minutes. If you are successful in defeating him, there is a 3-5% chance that he might drop the sword. This means you might have to fight him off more than once. When he finally drops this weapon you will be able to view and equip the Gravity Cane from your inventory.

Once you have equipped this sword, you will see it consists of two movesets, first one is Gravity Push which requires 125 mastery and the other one is Meteor Barrage and to use it you will need 250 mastery.
