You will get this sword during the “Sunrise, Sunset” main story quest during the practice session with the Lord Commander.

This sword becomes available during the “Wages of Guilt” main quest. You’ll only need a Wind Shard to craft this sword. To get it, you must beat the Garuda enemy.
