While keeping Turrets at full power is important if you want them to fire, players cannot fire them because of this reason. So, if you want to fix the Starfield Turrets cannot be fired manually issue, head to Ship Design and then place the Turrets in a front-facing position so they can fire properly.

After this, whenever you close in on enemy ships, the Turrets should fire automatically.
