If you aren’t in Roslit Bay, you can easily get there on a boat because the marker should be clearly visible when you’re in the Ocean. Once you’re there, go to the back of Roslit Bay where you see the area highlighted for Clams. Make sure you activate your Fish Radar because it will show you where exactly to fish.
Cast a line to get a Clam, and if you are lucky you will obtain the Exotic Golden Sea Pearl from it as a random drop. The best bait to use is Seaweed and any time and season is ideal. However, it’s best if the weather is Foggy, which can be forced with the Smokescreen totem. It can be purchased from Mushgrove Swamp for 2000C$.
There are some more unique Pearls that you can get from Clams such as the Aurora Pearl and Deep Pearl. The Rod of the Eternal King requires 2 such Golden Sea Pearls, but if you don’t plan on crafting that rod, you can sell one Exotic pearl for around 2000C$.
