To evolve Hero Hunter Garou you will need:
Hero Hunter unit x1: This is a mythic unit that you can pull from every banner.
Shards can be obtained by Completing Challenges, using Portals, via Converter, or through the Gold Shop. Finally, for Stained Bandage you have to complete the Hero Association Act 6 of Story mode. The catch is that it isn’t a guaranteed drop. Rather you will have to replay it until it drops.
Typically on normal you have a 2% chance to obtain it. However, if you have some strong units then you should try increasing the difficulty to Nightmare mode to have an increased chance to get it as a drop. Finally, after you have all of the above resources collected here is what you do:
Click on the Units button on the left side of the main screen.
Unequip Hero Hunter from the slots below.
Next, click on it and click on the Evolve button.
It will now show you the list of the above requirements.
If you have them all click on the Evolve button and your Hero Hunter (Garou) will evolve into Hero Hunter (Bloodthirsty).
