Head towards it by grinding on the rail, jumping the gap and grinding the other rail to increase your Special bar. That’s because the valves are pretty high up so you need the Special bar/meter for this purpose.

Go ahead and do a boneless right in front of the building to give you the necessary lift. Grind on the balcony and skate towards the valves.
