When you enter the level, look for a building of Philadelphia Patriot Waterworks which is on the right.

Head towards it by grinding on the rail, jumping the gap and grinding the other rail to increase your Special bar. That’s because the valves are pretty high up so you need the Special bar/meter for this purpose.
Go ahead and do a boneless right in front of the building to give you the necessary lift. Grind on the balcony and skate towards the valves.
Make sure that the stairs don’t lower your speed as you go. Try not to fall either because, as you know, it will affect your Special meter. So focus on filling up your Special meter and then get yourself up to the balcony of the building.
