These are special clothing items that do not offer any additional benefits on top of your armor but you can wear them on top of your regular clothes in the game. Virtual Jumpsuit
To Get the Virtual Jumpsuit in Cyberpunk 2077, all you have to do is play along the storyline and you will unlock it soon enough.

If you want to get your hands on the NCPD Chem-Resistant Hazmat Suit, you will have to check your map for a blue star icon.
