After defeating her, you get her Remembrance, the Remembrance of the Full Moon Queen. Take this Remembrance to Enia, the Finger Reader at the Roundtable Hold. After giving it to her, you will have the option of getting the Carian Regal Scepter or the Rennala’s Full Moon Spell. That is how you can get the Carian Regal Scepter in Elden Ring.
What is the Regal Scepter?
The Carian Regal Scepter is a Glintstone Staff. It scales off of STR, DEX, & INT with an E scaling in STR & DEX and a B scaling in INT. You will need to have 8 STR, 10 DEX, & 60 INT to wield it. It has the Unique Skill: Spinning Weapon which cannot be swapped with. The Carian Regal Scepter cannot be enchanted by Magic. It has a bonus of buffing Full Moon Magic Spells, i.e. Ranni’s Dark Moon & Rennala’s Full Moon.
This is an end-game Weapon as it not only has a strong Staff but has a good Ash of War that helps against Foes who get too close. The Weapon at the max level will have D scaling in STR & DEX while having an S scaling in INT. So basically have the best Staff in the game that buffs very strong Spells and also covers its weaknesses. This is why the Carian Regal Scepter is deemed as the Best Staff in the game.
