To find blue creatures during the Five Flushes of Fortune event in Genshin Impact, you have to look for creatures like Hydro Slimes all over the lands. Specifically, you can visit the Liyue Harbor’s northeastern region to find a lot of blue creatures and take your blue photo. Head towards the outermost corner shown in the map below to photograph blue creatures in Five Flushes of Fortune. Apart from these, you can visit Wolvendom as well.

In order to do this, though, you should know how to take a picture using the Kurious Kamera. So talk to Ji Tong and get it from him. With the camera obtained, put it in your gadget slot and when you see the creature, press the relevant button. This will give you the camera UI and if you manage to keep it on your subject for a bit, a photo will be taken. To make sure that your targets don’t escape or start attacking you, take a picture from afar by using the zoom option.
