Soldier 76 arguably has the best abilities for countering Mercy. His Heavy Pulse Rifle can do a lot of damage to mercy considering it is a Hitscan weapon. Now pair it up with Helix Rockets and you can secure the kill in fights. His sprint also allows him to flank her while she is healing or boosting damage of her team. His Ultimate Tactical Visor is excellent for eliminating her and any ally she might be supporting. Widowmaker

Plus Primal Rage and Jump Pack are also effective for attacking her when she flies during her ultimate.
