You need the Well Wheel and it is not unlocked instantly after starting the game. You will find it in a particular house. To find the ‘some kind of another item’ or Well Wheel in RE Village, you have to play the game for a few hours. You will require the Iron Insignia Key from Castle Dimitrescu first. Then, the game’s progression will take you to a house. You have to open the locked gate with the Key. Once you have opened it, enter the house via the open door and you will find a couple of wooden barrels. The Well Wheel is placed on one of them. Grab it and you can use all the Wells in Resident Evil Village with it. Attach the item to the well and get all the items kept inside them by lifting up the buckets in those wells.
Note that this requires a little detour. When you enter the house because you would want to climb the ladder first. But instead of going up, you have to enter the house and get the Well Wheel. There are a total of 7 Wells present around Maiden of War square, near Moreau’s Lab and more areas. All of the treasures in these wells will be accessible with the help of the Well Wheel.
