Thanks to Reddit user u/Known-Werewolf-3388 on Reddit for making the original cheat sheet chart. The chart works by adding 53 to the Nightmare Dungeon Tier for World Tier 3 and adding 54 for World Tier 4. The general formula to calculate how the monster level works in each Nightmare Dungeon is Dungeon Tier + 50 + World Tier = Monster Level. Thanks to Reddit user u/Difficult_Excuse9927 for sharing it.
You will only get Nightmare Dungeons up to Tier 20 while you play in World Tier 3. To play on NM Dungeons Tier 1-10 use Nightmare Sigils, and to play on Tiers 11-20 you will need Sacred Sigils. As for playing on NM Dungeons 21 and above, you have to reach World Tier 4 and use Ancestral Sigils.
World Tier 3 players can play on Nightmare Dungeons above Tier 20 by joining party of someone who is already in World Tier 4. The loot you get will be more but the monsters here will be very tough for you to fight and they can even easily one-shot you.

Monster Levels Don’t Match the above NM Dungeon Tier Chart?
There is a chance that the monsters you encounter aren’t the same as those given in the chart above. Or they could be much higher than your level. The only known explanation so far for it is you must be playing in a party. So for example, if your level is 62 but you are in the party of a level 75 player. If they use a Tier 25 Sigil, the monster levels you get will be 79. So these monsters are much higher than what you would usually encounter in NM Dungeons based on your level or the Sigil you use.
Also remember that your build plays a very important role in deciding how well you can survive and how fast you can clear these dungeons.
