According to @SonicFox, only the top 5 in the S+ Tier are ordered. Rest every character in S+ Tier are equally good as other S+ fighters. S Tier, S- Tier follows the next best players in the respective categories. A+ Tier characters are considered “Fair & Solid” fighters, according to him. Then comes the A Tier characters who all are hard to work with, which means you need to put more effort to master and win tournaments with them. So in short the top 5 characters in order are Cetrion, Liu Kang, Jacqui Briggs, Fujin, and The Joker.
