To start the Lucky Clover Gazette side quest, you need to go to the Rito Village. It is located between the Hebra Mountains and the Tabantha Frontier. From there, navigate and head over to the coordinates: -3229, 1757, 0119. As soon as you reach this coordinate, you will be notified about the Lucky Clover Gazette Side Adventure. So to begin this side quest, enter the tent and interact with Penn to finally start the Lucky Clover Gazette in Legend of Zelda Tears of the Kingdom.

How to Get the Froggy Set in Zelda TOTK (Lucky Clover Gazette Reward)
Once you have completed the entire Lucky Clover Gazette questline, you will be rewarded with the Froggy Set. What makes this armor different is that it is Slip Resistant. Meaning, when Link has equipped the Froggy Set, he can easily climb wet and slippery walls with great ease. Just know that you will still slip if you try to climb up too quickly. So be mindful and climb up at a moderate speed.
