Start The Division 2, you will see a new loading screen and menu this time. If you still see the old interface then run the latest patch. Next press M to open the Map. You have to fast travel to the White House and talk to Casy Bell to start Keener Manhunt mission.
If you had not purchased the Warlords of New York expansion you can still see the helicopter parked near the white house. You can buy the expansion directly when you interact with Casy Bell in The Division 2. Through the game menu buy the expansion and wait for the download.
