The Exotic Treble Bass is catchable on your original spawn island — Moosewood! It has no restrictions in terms of weather, time and season, however, using the Magnet bait will be the most preferred option. This bait can be collected from a bait crate or common crate, so you can buy it or fish it out of water to get it for free. You will also obtain it as a reward for completing Angler quests after you’ve submitted the 5th fish to the NPC.
Make sure you use a good Fishing Rod because it has a -50% progress speed, making it a challenging catch if you’re using a weak rod. You can go for something like an enchanted Steady Rod, Arctic Rod, Rod of the Depths or any higher level fishing rod that will make this process much easier.
So, head over to the little island near Moosewood, get this fish and sell it to make money that can be used for purchasing Enchant Relics. With them, you can enchant your rods to make them even better or even work your way towards getting the Rod of the Exalted One.
