The fastest way to collect scrap is by checking cars, you will usually find about 3-5 pieces of scrap from every abandoned car that you find in the game. Scrap is easily found in the game and you can also find it out in the open world by investigating buildings or by just taking down an enemy and looting their things.
There is an endless supply of scraps in the game, so you do not have to worry if you were not able to get it from a particular spot you can also check other areas.

You cannot loot the same car, again and again, to gather scraps though, the respawn points of scrap are random and you will have to explore the entire area.
