The Ocarina has no special use and is only there for the amusement of the players and maybe this is why you can unlock this musical instrument very early on in the game. All you need to do is go to the Resident Service Center and speak to Timmy.
While talking to him, browse the items he has on sale for you, here you can check out a bunch of stuff but one of the most important is the DIY for Beginners book that is listed for sale.
This book has recipes for tons of things that you will need in Animal Crossing New Horizons and you only have to spend about 480 Bells to get this book. Once you have this book, you can learn the recipe to create your very own Ocarina.
The recipe states that you will require 5 clay to create one, to get clay all you need is an axe or a shovel and you will need to break rocks with it.
Breaking rocks will allow you to get more items like iron nuggets, clay, and other items as well. Collect 5 clay and then you will be able to create yourself an Ocarina. Check out your inventory and select the ocarina to craft it.
Once you have crafted it, you can press A to play notes, the longer you press the button, the longer the note will be a simply hitting A will give out a smaller note. You can change the tune by using this method and create a melody.
