Futuba too is an integral part of the Phantom Thieves and will eventually join your team as the storyline progresses, all you have to do is wait until her social link is unlocked and you can hang out with her. The best thing about Futuba is the fact that you do not have to go searching for her as she can be found outside Café Leblanc and once you have the required confidant ranking you can start a relationship with her.
Haru Okumura (Empress Arcana)
Type: Teammate
Requirement: Level 5 Proficiency
Frequent Location: Shoot Rooftop
Another member of your team, you will meet Haru as you progress in the main storyline of Persona 5 Royal. All you have to do is wait until her social link is unlocked and from then you can keep talking to her and hanging out, finding her is pretty easy as she can be found on the school rooftop during the day. Increase her confidant rank enough and you will get the chance to be in a relationship with Haru.
Tae Takemi (Death Arcana)
Type: Confidant
Requirement: Level 2 Guts, Level 4 Charm
Frequent Location: Takemi Medical Clinic
Tae isn’t a student but you will meet up with her in the main storyline as you progress, to woo her all you have to do is take part in her clinical trials a bunch of time and you will soon get the chance to have a relationship with Tae in Persona 5 Royal.
Sadayo Kawakami (Temperance Arcana)

Frequent Location: Use a payphone in Cafe Leblanc to call Kawakami at night.

As you progress in the main storyline, you will start hearing rumors about a fortune teller applying her trade in Shinjuku, to get into a relationship with her, you will need to go there and find Chihaya. Once you meet her, purchase the “Holy Stone”, it will cost you about 100,000 Yen. Make sure that you have enough money before visiting her. Once you have the stone, keep meeting her frequently and spend as much as time as possible until her confidant rank is high enough.
Ichiko Ohya (Devil Arcana)
Type: Confidant
Frequent Location: Bar in Shinjuku
You will meet Ichiko Ohya automatically in the main storyline, you do not have to venture out to go meet her specially, but after meeting her for the first time, keep meeting her frequently and you will get the chance to dater Ichiko once her confidant rank is high.
Kasumi Yoshizawa (Faith Arcana)
Type: Confidant, Teammate
Requirement: Reach Confidant Rank 5 before 18th November
Frequent Location: Kichijoji
You will meet Kasumi as the main storyline progresses, but this will be when you are much further down the storyline, Kasumi doesn’t appear early on in the game like the others. You will meet her for the first time when you spend the day in Kichijoji, you will only be able to raise her rank till 5 until November 18th, this is required or else you won’t be able to date her. Once you have this done, keep meeting her during the new semester and you will be able to raise her rank high enough to be in a relationship with her.
