In Frostland, there are two ways to get the Heavy Wool. The first is to pet the Ram. You can feed them some raspberries to make them docile. Raspberries are the common forage of the Grasslands. Second, check the ruins of the biome, and you will find some chests that have them. You can set up the village in that zone, where you can create a barn for the animals. Lure them using food, and then keep them in the fence for a regular supply of the material.

Now that you have the wool, head towards the Spinning Wheel and interact with it. This time, the recipe for Heavy Wool Thread will be available. Select it and wait for this crafting station to make it. Spinning Wheel can be crafted with the 8 Planks, 5 Wood, 5 Wooden Rods, and 5 Wolf Claw from the Build menu.
