The Turbo Nozzle is an item that can be found and used in each of the worlds and can unlock in Isle Delfino Plaza to access places including a hidden Secret Level at the Delfino Police Station.
If you managed to unlock Turbo Nozzle, it will help Mario to move around not only on the ground but also in the water at phenomenal speed once it is fully charged until Mario hits a wall or runs out of water in the F.L.U.D.D. pack if used on land.

Here’s how to unlock the Turbo Nozzle in Delfino Plaza of Super Mario Sunshine.
How To Unlock The Turbo Nozzle In Super Mario Sunshine
As we have mentioned above the Turbo Nozzle will be found in Delfino Plaza, located right next to the Bianco Hills level entrance. In order to obtain it, you will have to accumulate at least 25 Shine Sprites first.
Once you collected 25 Shine Sprites, the next time you go to the Plaza, you will see Shadow Mario with the Nozzle. If Shadow Mario is not spotted in the Plaza with the Turbo Nozzle, make sure you have completed episode 4 of Pinna Park. In order to do so, Mario needs to take a Yoshi Egg from Shadow Mario.
Now, returns back to the Plaza and there you will Mario Shadow holding the Turbo Nozzle. Now chase him down and spray him until he collapses. Once you have successfully hunted him down, you will have the Turbo Nozzle for the main area.
