The Rubber Armor is located in a cave next to the Teniten Shrine. This shrine is located in the Central Hyrule region south of Whistling Hill.
To get the Rubber Armor in The Legend of Zelda Tears of the Kingdom:
- Head over to the location marked on the map.
- Look for a cave entrance blocked by rocks.
- Go to the nearby rock and use Fuse to build a Rock Hammer.
- Use the Rock Hammer to open the blocked entrance.
- Enter the Whistling Hill Cave, which contains the Rubber Armor.
- Go further and beat the one-eyed bats.
- Now, use the Stone Axe to cut down the vines.
- At the end of the cave, climb the wall to reach the platform to the left.
- Now, use your shield to block the rock-throwing worm.
- Once you get past the worm, look for another blocked entrance and break it with the Rock Hammer.
- Now, defeat the electric worm and go past it to find a blocked entrance on the ceiling.
- Take out your bow and attach a Bomb Flower to blast open the entrance.
- Now, scale the wall and you’ll find the Rubber Armor inside a chest placed in a shrine.
