There are two places you can get your hands on this item. The first is in the Eastern Province. In Scarlet and Violet, you can get the Covert Cloak by visiting the Delibird Presents Shop in Levincia. This shop is located to the North of this town. Enter the shop and select Battle Items. There, among many others, you will find this item. You can buy it for 20,000 Poke Dollars. This may seem like a steep price but it is worth it. However, if you don’t want to spend money on it then you can even get it for free.

To get this item for free, visit Montenevera Town in the Northern part of Paldea. Once you reach there, head for the Pokemon Center. Then, go to the west of the Center behind the Houses. There, you will see a glowing Pokeball on the ground next to a tree. Pick it up to get the cloak for free.

Once you get it, you can hand it to any Pokemon in your party. This will ensure you do not miss a turn or suffer damage every round from a Status Effect.
