The Pipe Bow is one of the first bows you will receive as a reward for completing the Let’s Waltz Story Mission. To get a Crossbow in Dying Light 2 (DL2), you need to help the Peacekeeper faction. The crossbow is a gift for your services to the Peacekeeper faction. You can help them by assigning facilities to the faction. Since the Peacekeepers are heavily-focussed on weapons and combat, all you will need to do is get to the fourth level of the faction. You will need to assign 7 Facilities to the faction in order to achieve success. At this point, you will be able to unlock the crossbow. Upon unlocking it, you will be able to find and use it in the Stash.
