To evolve a Kadabra into an Alakazam you need a Linking cord. You can buy one from the Merit shop at Jubilife Village. Linking Cord costs 1000 Merit Points that you can earn by returning lost satchels to NPCs.
Before you evolve them you will have to catch them first.

After catching an Abra evolve it into Kadabra to be able to use the Linking Cord.

You can catch an Alpha Alakazam at Sandgem Flats in Obsidian Fieldlands. As mentioned above it is a Psychic-type Pokemon so you should use the following Pokemon to counter it.
Use these Pokemon to lower the health of the Alpha Alakazam then use a Poke ball to catch it.
