The 5 and 6-Star raids are the highest if you exclude the special 7-Star raid battles. But first, you will have to unlock them. To get 6IV Dittos in Scarlet and Violet, you must participate in the 6-Star Tera Raid Battles. After catching a Ditto there, check its IV. However, not every 6-Star Raid will have this Pokemon.
