Star Wars Squadrons is currently available for PC, PS4 and Xbox One. In order to Free-Look in Star Wars Squadrons (on PS4), you merely need to double-tap R3. If you are playing on PC, you need to press L to do the same.
The only reason why people are confused is the control menu tells players to hit R3. But the game actually does not explain how to actually use the Free Look option untill you reach 10 missions into the campaign.
Making everything clear, what all you need to do is to double-tap R3 to use Free Look in the game. It should not be similar to the most intuitive command, since the right stick (R3) is also used to yaw and pitch your ship.
