You are encountering the AC Mirage artifacts grayed out issue due to missing out on some artifacts. As you interact with Dervis, you will see a certain number of artifacts to return to him. However, the section for giving the artifacts will be grayed out if you don’t have the required number. So, the only way to fix this issue is by collecting the required artifacts. Once you have the exact amount, you can return to Dervis’ shop and give him those artifacts.

How to Get Artifacts for Dervis
You can collect the Artifacts by pickpocketing them from civilians in Assassin’s Creed Mirage. For that, you can track a yellow-colored icon which is the same as Dervis’ fence.
