They are scattered across 4 islands and won’t be quickly caught, so you need to keep at it. When you finally complete the Archaeologist Bestiary and talk to Dr. Finneus again, he will give you a Handwritten note with a code. Visit the Archeological Site (XYZ: 4045, 134.9, 78), complete the stone puzzle to unlock the gate and buy the Relic Rod from there.
