Extra Padding boosts your resistance against explosive and fire damage. Which directly means that you can withstand damage coming from grenades, landmines, and fire. However, it does not mean that you can take all the damage right onto yourself. Extra Padding in Helldivers 2 just reduces the explosive damage when you are in the range of the source of the attack.
This is definitely not the best Armor Passive to have as there are several others like Democracy Protects and Fortified which are more useful than it.
