To give a straightforward answer, you cannot change the time in Pokemon Scarlet and Violet. Instead of depending on Switch’s timer, these titles have their own in-game clocks. You can wait for the time to pass to transition from Day to Night and vice-versa. Luckily, these cycles happen every 30 minutes so you have to wait half an hour to reach your desired time. Many games use the Sleep mechanic to change the time of the day. That won’t work either if you sleep in your Academy dorm bed. It will recover your Pokemon’s health and PP. Neither the method of changing your console’s time will work.

The game has three distinct phases in a 30-minute cycle. These are Day, Dusk, and Night, each with a distinct characteristic.

Along with time, you cannot change the weather in Scarlet and Violet. The weather randomly shifts throughout the Paldea region and you cannot do anything about it. You will have to pass time till the weather changes. However, you can productively pass time in this game by setting up Picnics, Collecting Items, or conducting a Tera Raid.
